RESEARCH: Probation & Recidivism

The challenge at hand is the high rate of recidivism in our criminal justice system. To address this issue, we propose an Administrative Analysis to examine the impact of probation and parole processes on recidivism.

Problem. Reducing the recidivism rate is crucial, as many individuals released from prison end up returning due to minor offenses, especially technical violations. Probation and parole officers often lack the necessary tools to prevent recidivism.

Solution. Our research suggests that the cultural dysfunction within the corrections system contributes to higher recidivism rates. To tackle this, we recommend two key steps:

  • Align the culture of corrections with the organization's strategy to shape day-to-day behaviors and expectations.

  • Link culture directly to performance accountability at all levels of management.

Recommendation. To implement these changes effectively, the corrections department should collaborate with Human Resources to create an ongoing training program.

Implementation. This program should emphasize the desired culture, align it with the organizational strategy, and hold all levels of management accountable for upholding this culture. Regular quarterly performance meetings should reinforce these principles.
